On the Numitron kit, the tubes are not driven.
The test procedure only flashes the LEDs.
The wemos responds well, and I have access to the clock configuration.
The TLC5916s do receive their 5V.
Ps: When I tested the card without the tubes, nothing worked:
the card was shorted. It came from the usb socket that I unsoldered.

Oh, I am sorry about the USB connector not working. I fit it because it is tricky to solder and I am usually quite good at it. This time apparently not. I test each one, first with a continuity test and then to check that 5V arrives at the test points. I do not know what went wrong.
The little capacitors next to the LEDs are indeed not needed. The WS2812B already has them.

On the other hand I have no voltage between D6 and the TLC5916.
At the risk of repeating myself, I would like confirmation that I do not need C1 C2 ... C6. It's a bit confusing for me looking at your schema and the part list.
