Are we talking about this device:
kama-labs.com/ (Second to last one on the page)
kama-labs.com/img/cms/manuals%20and%20fi...20MANUAL%20IV-27.pdf

If so, there is nothing to program on that board. It's a display unit, not a clock. An external Arduino needs to be connected (permanently) to it. It's the Arduino that gets programmed, and the Arduino "is the clock". That IV-27 board is just a display decoder / driver - there is no microcontroller on it.

Look into it later when the dust is clearing off the crater.

You should hang onto it. There's bound to be something you can do with it at some later date. Basically what you have there is a "VFD Display Shield" for Arduino except it doesn't hook to the Arduino like a normal shield does. Maybe one of these days you'll feel like trying some programming and then you can make it do something interesting - not necessarily a clock, but something, No way would I bin the thing yet if it was mine.

If you do decide to bin it, I will take care of the disposal or you... ;)
