This is the circuit that I used for a Nixie PSU, but does anyone know if it possible to redesign it for 450 volts so it can drive dekatron tubes (without using straight mains)

Yes it can, I use the same circuit on a clock that has nixie's and deaktrons, it provides both rails.
What you need is a voltage doubler to give you 450v.
Google 'three neurons', theres schematics and ideas on his site for doing just this, and they work.

I've been looking at his circuit but i don'see a way to hook it op to my circuit. Could you maybe show me how you did it?

I connected a voltage doubler to a similar circuit to the one you posted.
I might have a schematic I'll have a look when I'm back hone, it'll be a nasty hand drawn one though.
I used parts of 3 neurons circuits with parts of my own to get what I need.
