I plugged it in again this morning and the LED's finally lit up. I hadn't realized it took them so long to light up when power is first applied. All voltages are within range. It's Alive!

That's fine.
Many IN-9 tubes needs to be "formatted" when first powering up. I will add a paragraph to the manual. As you have just assembled the thermometer do the following peocedure:
Put the NixieTherm into a warmer ambient (around 25°C). Now turn the potentiometer on botton for max. display. If the glow will not reach the 30°C marking than keep the NixieTherm turned on in this ambient until this marking is reached. Than the formatting is finished and you can re-adjust the potentiometer for correct display.

I ordered Jürgen's Nixietherm kit shortly after my earlier post, and to my surprise it arrived today. A big Thanks to Brian for distributing them to customers in the USA!
An exceptionally well made product. I can hardly wait to sit down with my eager son and begin the assembly.
