This is the first time I have heard of this.
Searching around, it seems that sometimes the address is 192.168.244.1 but no one sees to know why.
Can you give 192.168.244.1 a try, just in case?
I understand that the issue is basically that you don't even get an IPV4 address, and I can currently find no reference for that.
When you inspect the "properties" section of the connection information, what does it say?

Thanks Ian. I'm glad I'm not the only one who can't find any info that seems to match this situation. I didn't think ESP8266 even provided IPv6 support unless one took measures to add it. Maybe WiFi Manager library implements IPv6 support? I don't see anything about it in the library's docs, but those docs are rubbish...
Look into it later when the dust is clearing off the crater.

I did a reset of the clock again, (button during power-up) and now i when i connect with my ipad i get a ip v4 address and the portal opened.... dont know what was wrong but it seems to work now....
before the reset i also tried to disable ip v6 in windows and assign a ip 192.168.4.5 and 255.255.255.0 subnetmask but than the portal and the 192.168.4.1 where not accessible

Very strange. I'm not sure what to say, but thanks for the follow-up report.
